Planning issues
Most of the area that the Southwest lines project passes through is owned by individuals, municipalities, or other legal entities. Each municipality is responsible for its own general (zoning) plan, and new electrical lines need to be included in such a plan before a building licence can be obtained. Great emphasis has been put on collaboration with all land-owners.
